Automatic system process triggered when signatures update. Evaluates signature count, capability coverage, resource sufficiency, and time constraints. If all thresholds met, declares consensus and proceeds to activation mode check. If partial requirements met and time remains, continues circulation for more signatures. If timeout exceeded, fails formation.
