Information Flow

Agents decide whether to initiate multi-party agreement based on coordination needs and participant availability. If initiating, the agent creates an initial proposal with terms and first signature, then propagates via gossip network to trigger evaluation decisions from peers. If not initiating, the agent returns to waiting state to monitor for others' proposals.
