A3: Activation Decision Transitions

This decision only occurs in manual activation mode (when not all participants have committed resources). Auto-binding mode bypasses A3 entirely.

Information Flow​

A3 is reached only when S2 selects manual activation mode (not all participants committed resources). Participants decide whether to activate or abort the agreement. Activating establishes binding agreement and locks resources. Aborting cancels formation and releases any existing commitments.
