C2: Evaluation Decision Transitions

Information Flow

Agents receive proposals via gossip and decide to sign (optionally with committed resources), modify allocation, or reject. Signing adds signature and triggers automatic threshold check—if met, proceeds to activation; if not, continues circulation. Modifying creates new proposal version that restarts gossip (cyclic pattern). Rejecting terminates participation.
