Information Flow

Provider receives broadcast and decides to respond, defer, or ignore based on capacity and opportunity assessment. Responding sends proposal and triggers bilateral negotiation (N1). Deferring enters monitoring mode for potential later response. Ignoring terminates participation in this opportunity.
